Despite all the difficulties, there was one significant advantage for the makers of the Indian Constitution. Unlike in South Africa, they did not have to create a consensus or go through hard-core challenges to envision what democratic India should look like. It was mainly because most of the ideas and philosophy behind the framing of the Indian Constitution had evolved during the freedom struggle itself in different forms.
Moreover, Motilal Nehru, along with the other eight Congress leaders, drafted a constitution demanding a new dominion status and a federal set-up of government for the constitution of India. It was called the Nehru Report (of August 15, 1928).
