Detailed Solution

Kandla in Kachchh was the first port developed soon after Independence to ease trade volume in the Mumbai port. This port is located on the Gulf of Kutch and is one of the major ports on the west coast. It is a tidal port developed to ease the traffic volume at Mumbai Port. It is now officially known as the Deendayal Port Authority.
Haldia port was developed as a subsidiary port to relieve growing pressure on the  Kolkata port. It is built on the meeting point of the Hooghly and Haldi rivers. Therefore both (A) and  (R) are true, but (R) is not the correct explanation of (A).
