Every country has to select a standard meridian to have a standard time all over the country. Western countries and areas lag behind. For example- Gujarat, a western state, falls 2 hours behind an eastern state Arunachal Pradesh due to the longitudinal extent of India. So to have a standard time all over India, India chooses 82°30'E as the standard meridian for India. It passes through Mirzapur (in Uttar Pradesh), which is almost in the middle of India. Our watches are set on the time of the standard meridian. Some countries with large longitudinal extents have more than a one-time meridian. Therefore both (A) and (R) are true, and (R) is the correct explanation of (A).
