1) The British directly promoted the production of commercial crops such as jute, sugar, wheat, and cotton. Demand for these crops increased in 19th century Europe, where the growing urban population needed food grains and raw materials for industrial production.
2) The colonial state in the early 19th century thought that forests were unproductive. The land offers agricultural produce and income and it was considered that a forest must be cultivated to increase the income of the state.
