On March 14, 1878, Lord Lytton passed the Vernacular Press Act was passed in order to restrict Indian press freedom and suppress criticism of British policies. This Act gave the district magistrates the authority to require any printer or publisher to sign a bond promising not to publish anything that would "rouse" public discontentment without first receiving authorisation from the government. Additionally, the magistrate was given the power to place a security deposit that may be taken back if the printer disobeyed the bond. If a printer repeated the offence, his press would be confiscated. There was no right of appeal to the magistrate's ruling in a court of law.
