Vladimir Lenin, the founder of the Bolshevik movement, returned to Russia from exile in April 1917. He and the Bolsheviks opposed the war. He believed that the time had come for the soviets to seize control. He demanded that the war be ended, land be given to peasants, and banks be nationalised. Lenin thought the Provisional Government would establish a dictatorship as the confrontation between them and the Bolsheviks escalated. He started planning an uprising against the government in September 1917. In the military, soviets, and workplaces, Bolshevik supporters were gathered. Lenin convinced the Petrograd Soviet and the Bolshevik Party to approve a socialist takeover of power on October 16, 1917.
