The assertion is true, but the Reason is false. The new Tory government in Britain comprised a Statutory Commission under Sir John Simon. Set up because of the patriot development, the commission was to investigate the working of the sacred framework in India and recommend changes. The issue was that the commission didn't have a single Indian member. They were all British. When the Simon Commission showed up in India in 1928, it was welcomed with the motto "Return Simon".
