From the given data, we have,
The number of seats reserved for the students of the SC category is 7,400.
The number of seats reserved for the students of the ST category is 3,700.
Therefore, the total number of seats reserved for both the students of the SC and ST category =7400+3700=11100.    Now the total number of seats available for admission is 49,000.
Let the total percentage of seats available for the students of both the SC category and ST category is x.  
Then we have,
⇒x= 11100 49000 ×100%    ⇒x= 1110 49 % ⇒x=22.65%    Therefore the total percentage of seats available for the students of both the SC category and ST category is 22.65%.
Hence, option (2) is correct.
