At the moment when the potentiometer is balanced

At the balanced condition of the potentiometer, the potential difference across the secondary circuit is equal to the EMF of a battery of the secondary circuit, so there is no current in the secondary circuit, but the primary circuit work as it is. So current only flows in the primary circuit.
