At the time of independence, a majority of Indians lived in villages. Farmers and peasants depended on the monsoon for their survival. If the crops failed, the non-farm sector of the rural economy also suffered since hairdressers, carpenters, weavers, and other service providers were not paid for their labour. City dwellers who worked in factories lived in overcrowded slums without access to healthcare or education. Clearly, the new nation needed to increase agricultural productivity and promote emerging, job-creating industries to help its citizens escape poverty. Additionally, it caused issues for the nation and created a demand for development.
