The Non-Cooperation programme was adopted in the Nagpur session of the Indian National Congress in 1920.
The Non-Cooperation Movement (introduced by Mahatma Gandhi) meant not cooperating with British laws. During the summer of 1920, Mahatma Gandhi and Shaukat Ali (leader of the Khilafat Movement) toured all of India and gained support for the movement. However, many people were concerned about the movement. Some of them were reluctant to boycott the council elections. For some time, there was no meeting point between the opponents and the supporters of this movement, but finally, at the Congress session at Nagpur in December 1920, the Non-Cooperation Movement was adopted.
