According to France's constitution of 1791, those known as "active citizens" were entitled to vote. The National Assembly, which was indirectly elected, was given the authority to enact legislation by the Constitution of 1791. In other words, the Assembly was chosen by the electors who were chosen by the citizens. However, not every citizen had the right to cast a vote. Only men over 25 who paid taxes that were at least equal to three days of a worker's income were awarded the status of active citizens, which included the right to vote. All women and the remaining men were categorized as passive citizens.
