Based on the graphs in figures, the conclusion is that the resistor device obeying Ohm’s law but the lightbulb did not.
Graph 1 is approximately linear. This means that its slope  I -V is constant, which means that R=VI is constant. Therefore the resistor device obeyed ohm’s law. In the second graph the resistance is non-linear, and the resistance is not constant.
