Before partition, Bengal included Bihar and Orissa. Bengal was divided in 1905 by Viceroy Curzon. Orissa and Bihar were in the undivided Bengal. The British explained that it was done for easy administration purposes.  But the actual objective was to divide and rule. It was intended to set up a communal gulf between Hindus and Muslims. The INC condemned the partition of Bengal. The Boycott and Swadeshi movement was the anti-partition movement. It started to oppose the decision to divide Bengal.
