Belgium's leaders amended the constitution four times between 1970 and 1993 to accommodate religious-cultural differences in the country. According to the Belgium constitution, no single community can make decisions on its own. The central government has an equal number of Dutch-speaking and French-speaking ministers. The capital city Brussels had a special problem of having the country's minority community as a majority. In Brussels, both groups have equal representation as per the constitution later. Belgium has a third government called the 'community government'.
