Detailed Solution

Between 1970 and 1993, the Belgian leaders amended their Constitution four times. Belgian leaders recognised the existence of regional and cultural differences in Belgium. They amended their constitution four times to reach an agreement that would allow everyone to live peacefully within the same country. According to the constitution, there should be an equal number of ministers who speak Dutch and French at the federal level. As a result, no one community could act alone. In addition to the central and state governments, a "community government" was established, with members of the Dutch, French, and German-speaking communities being eligible to vote wherever they lived. Regarding matters pertaining to culture, education, and language, this government held power.
