The necessary condition to form an hydrogen bonding in any molecule the hydrogen atom must be attached to the high electro negative atom like N, O and F. In ammonia, primary amine and secondary amine molecules at least one hydrogen atom has been bonding with N atom.  But in the case of tertiary amine there is no direct attachment for hydrogen atom with nitrogen. Hence, there is no hydrogen bonding between two tertiary amine molecules.
