In 1992, a significant amendment was made to the Constitution of India, making the third-tier democracy more powerful and effective. The local governing bodies were accredited constitutional status. It became constitutionally mandatory to hold regular elections for local government bodies. These institutions have seats reserved for the Scheduled Castes, Scheduled Tribes, and Other Backward Classes. At least one-third of all positions must be reserved for women. State Election Commission or SECs has been established in every State to conduct the elections for local government bodies. The State governments should also share some of their powers and revenue with local government bodies. Local government bodies in big cities are constituted into municipal corporations. It is controlled by elected bodies consisting of people’s representatives. A municipal corporation has the mayor as its political head.
