‘Blandongdiensten’ system in Java was followed by the Dutch, under which some villages were exempted from tax instead of free labour and animals for cutting and transporting timber. In Java, during the transformation of the forest, the entire forest was under the control of the Dutch. The Dutch enacted many forest laws relating to forests. Such a law has been enacted in keeping with certain special provisions. Under this law, no one was allowed to enter the forest. If someone is found trying to enter the forest, they will be punished. But this is contrary to commercial necessity as it requires workers to cut and transport trees. So the Dutch exempted some villages because they needed workers to cut down and transport trees. But the villagers had to provide free wages and buffaloes to cut and transport the timber. Therefore, under the Blandongdiensten system, the Dutch first leased the land and then exempted some villages from the condition that they needed labour for work.
