Mohan would be able to prepare a saturated solution.
Solutions in which no more solute can be dissolved at a fixed temperature are called saturated solutions. On adding more solute to a saturated solution, the solute appears as a precipitate. Since, Mohan has 20 spoons of salt to dissolve in half a glass of water, his solution would be saturated because some of the salt will remain undissolved and settle down as precipitate in solution. Therefore, Mohan would prepare a saturated solution.
