Britishers could arrest anyone without a trial for two years. The British government passed the Rowlatt Act to increase its grip on the general public. This Act gave the British government permission to detain anyone believed to be involved in terrorism. Additionally, it permitted the government to detain such suspects for up to two years without a trial. It also allowed the police to enter a location without a search warrant. Gandhi and the other leaders demanded a Hartal (suspension of labour) to show Indians' resistance to this law and demand the Rowlatt Satyagraha's repeal.
