By the 1930s, Bangalore cotton Mill workers set up libraries to educate themselves, as the example of Bombay workers. By the 19th century, small books with budget-friendly prices for the poor were introduced to the markets and sold at crossroads, extending the poor people's access to books. From the 20th century, public libraries were also instituted to increase the reading public. Sometimes they were sponsored by social reformers who felt knowledge among the poor masses was necessary to stop social evils like excessive drinking and make them aware of nationalism. Even libraries were set up by Bombay workers and Bangalore cotton mill workers, who received support from the reformers. All these initiatives made the books popular even among the poor.
