By Indian Councils Act, 1909, the Communal Electoral system was introduced in India.
The Morley-Minto Reforms, often referred to as the Indian Councils Act of 1909, was an Act of the British Parliament that led to a modest increase in the participation of Indians in the administration of British India. The Communal Electoral System was founded in India by this Act. As per this pact, Muslim voters independently would elect all Muslim candidates. The Government of India Act of 1935 extended the communal representation premise first established by the Indian Councils Act of 1909 by establishing separate electorates for women, labour, and oppressed classes (scheduled castes).
