Some leaders in the Congress party wanted to run in the elections for the provincial councils established by the Government of India Act of 1919 because they were tired of leading mass demonstrations. Moreover, they considered it crucial to challenge British policy within the councils, to make a case for reform, and to show that these councils lacked true democratic principles. C. R. Das and Motilal Nehru founded the Swaraj Party within the Congress to promote a return to council politics.
