The Estates-General was a political body of French society.
The monarch of French society was Louis XVI at the time of the French Revolution; he had to increase taxes because of growing food scarcity and lousy harvest. He didn't have enough power to increase the taxes on his own. Raising the tariffs could be done only through the meeting of the Estates-General, which would then pass the order to increase the taxes. The Estates-General can be considered the political body, consisting of the representatives of all three estates of French society - Clergy, Nobles, and the Third Estates (peasants, workers, doctors, intellectuals, etc.). However, the decision to call upon this body depended entirely on the monarch.
