The village had been a vital social institution in north Indian society and believed it should be the central unit. Collectors went from village to village, checking the land, measuring the fields, and noting the customs and privileges of various groups. The expected revenue of each plot within a village totalled up to determine the amount of revenue each village (mahal) was required to pay. This demand was to be amended regularly rather than be set in stone. The responsibility for collecting revenue and remitting it to the company was delegated to the village headman rather than the zamindar. This system came to be known as the Mahalwari settlement.
