The Morarji Desai administration created the Mandal Commission in 1979 to identify socially or educationally disadvantaged classes and end caste discrimination. Former Bihar chief minister B.P. Mandal served as its chairman. The Commission proposed that 27% of positions in the Central government and public sector be reserved for members of OBCs. The percentage of reservations for Scheduled Castes and Scheduled Tribes would thus be 49% overall. Therefore, the Mandal Commission recommended that OBCs be preferred for 27 percent of central and state government jobs.
