The third tier of the Panchayati Raj system is the Zila Parishad. It is also known as the district council. It functions at the level of the district. It designs development programmes for the entire district. It also monitors the functioning of the two levels under it. The Zila Parishad distributes money to the gram panchayats through the Block Samiti.
