Detailed Solution

The above statement is True.
Europe did not have nation-states until the middle of the eighteenth century. Different monarchies with clearly defined borders ruled over Germany, Italy, and Switzerland. The monarchs in the eastern and central parts of Europe were also autocratic. These places were inhabited by people who belonged to many ethnic groups and spoke various languages. German speakers predominated in Sudetenland and Bohemia. The majority of people in Hungary spoke Magyar, whereas the remaining population spoke other dialects. Polish was the language of the aristocracy in the region of Galicia. These groups lacked a shared culture or sense of communal identity.
