In 1927, a Statutory Commission composed of seven members and presided over by Sir John Simon was established to examine India's constitutional system's functioning and provide recommendations for improvements. Indians refused to participate in the Commission when it arrived in India in 1928. Indians were upset because there was not a single Indian member on the Commission. It was opposed by the Indian National Congress, the Muslim League, and other parties. People in India planned strikes around the nation. The Commission was met with black flags bearing the phrase "Go back, Simon" when it arrived in Bombay.
