The statement is false. All Indian states do not have equal powers. Some of the states of India are given special powers, like in the case of Jammu and Kashmir. It is among the most beautiful states and is located in the north of India. It has its Constitution. While on the other hand, Union territories are given significantly less power than the other states. They can not be declared as a state or joined with other states. The Central Government runs them.
