Because of linguistic tensions between the two central linguistic communities, French-speaking and Dutch-speaking, Belgium had to amend its constitution four times to come to an arrangement that reduced the pressures and social conflicts between the two communities and maintained peace and harmony in the society. Brussels, the capital city, had faced the worst of these tensions and conflicts. During the 1950s and the 1960s, the French community was relatively rich and powerful compared to the Dutch society, which got even basic facilities like education much later. Thus, tensions occurred between the two because of income disparities and discrimination against Dutch people. These tensions were worsening in Brussels because of the unique problem of the Dutch-speaking people, who constituted the majority in the country but a minority in the capital. Thus, the Dutch struggled much harder in the capital city because of the lack of a majority.
