The two levels of government used to be only the centre and the states; a third tier or level of government was added by an amendment made in the Constitution in the year 1992, which made it mandatory to hold elections to the local level governments. This added the Panchayati Raj Bodies and the Municipalities to the third tier. These are bodies of local level government which work in villages and the districts. So now, India has a three-tier system, among which the powers are divided.
