Gandhi-Irwin Pact was signed on 5th March 1931, and Gandhi agreed to be the representative of the Indian National Congress in the Second Round Table Conference in London. The government agreed to release the political prisoners, and the Indian National Congress decided to call off the Civil Disobedience Movement after the signing of the Pact. But after returning from London, Gandhi and Congress were not happy with the outcome of the Conference, so Gandhi restarted the second phase of the Civil Disobedience Movement.
