These sentiments impacted the majority of people in the developing middle class. They attempted to bring together the diverse segments of the German confederation. They wanted an elected, representative Parliament to administer this unified state. Prussia took the initiative to bring the various parts of the German confederation together. Otto Von Bismarck, Prussia's Chief Minister, attempted to achieve this goal with the support of the Prussian military and bureaucracy. The goal was attained after a hard fight that lasted five years, from 1866 to 1871. On January 18, 1871, a united German state was formed.
