During the Civil Disobedience Movement, Mr Purshottamdas and Mr GD Birla headed the business community. They rebelled against colonial government policies because they sought to grow their companies and because those policies imposed a protectionist system on the companies with British ownership. Industrialists believed that a government led by Indians alone could support their growth and enable them to compete with others in the market. They established the Indian Industrial and Commercial Congress in 1920 and the Federation of the Indian Chamber of Commerce and Industries (FICCI) in 1927 in order to voice their concerns.
