Because according to this act, a person can be imprisoned and declared convicted whenever officials want to. Satyagraha was launched on 6 April 1919. Similar was the reason the Britishers arrested Dr Saifuddin and Satyapal under the Rowlatt Act. Moreover, people gathered in Amritsar, who were massacred by the British.
