The monarchs were beginning to see that giving in to the demands of the liberal-nationalist revolutionaries was the only way to break the cycle of revolution repression. Because of this, in the years after 1848, the autocratic kings of central and eastern Europe started implementing various reforms. As a result, both in the Habsburg dominions and in Russia, serfdom and bonded labour were outlawed. In 1867, the Habsburg emperor gave the Hungarians additional freedom.
