Brandis saw the need for a comprehensive system to be put in place to manage the forests. The usage of forest resources was governed by certain rules. Forests were classified into three categories by the 1878 Act: reserved, protected, and village forests. "Reserved forests" were the finest forests. The villagers could take nothing from these forests, not even for personal use. They could collect wood from protected or village forests for house construction or fuel.
