Detailed Solution

The above statement is True.
The German confederation of 39 states that Napoleon had set up was left untouched during the Treaty of Vienna in 1815. Representatives of the European nations that had unitedly defeated Napoleon in 1815—Britain, Russia, Prussia, and Austria—met in Vienna to draft a settlement for Europe. The treaty of Vienna was drafted in 1815 with the intention of erasing the majority of the changes brought about in Europe during the Napoleonic wars. France lost the areas it had gained under Napoleon. The Bourbon family was reinstated to power in France. To stop further French expansion, a number of states were established along its borders. So, in the north, the kingdom of the Netherlands, which included Belgium, was established, while in the south, the piedmont region gained Genoa. Important additional lands were handed to Prussia on its western boundaries, while Austria was awarded control of northern Italy. However, the 39-state German confederation that Napoleon had established was unaffected.
