Mahatma Gandhi felt that every person who participates in the movement needs to be properly trained for the mass struggle. On the other hand, within the Congress, some leaders were opposing the campaigns and movements. They thought that opposing British policies within the councils was essential. For this within the Congress, C.R. Das and Motilal Nehru formed the Swaraj party and wanted members to return to council politics. But the young leaders like Jawaharlal Nehru and Subhash Chandra Bose were in favour of mass agitation and full independence.
