All farmers do not sell their surpluses. Small farmers produce little crops on their little lands. Most of their products do not reach the market for goods because the farmer's family consumes most of the crop. Small farmers do not produce enough to have a surplus at the end of the year. They often take loans from the money lenders to purchase inputs for production, and the money lenders demand a proportion of their crops in return. So the farmers have to provide some of their products to the big money lenders in return for the loan leaving the farmers with little crops.
