Although state-level poverty has marked a secular fall from the stages of the early seventies, the rate of success of declining poverty differs from state to state. Recent measures show that India's Head Count Ratio (HCR) was about  21.9 percent in 2011-12 states such as Madhya Pradesh, Assam, Uttar Pradesh, Bihar, and Odisha had above India's poverty level. Bihar and Odisha remained the two poorest states, with poverty proportions of around 33.7 and 32.6 percent, respectively.
