Detailed Solution

The given statement is True.
Small and marginal farmers are those farmers who do not possess sufficient land to cultivate crops. They depend on a meager area of land to meet their production requirements. Specifically, farmers with less than 2 hectares of farmland are referred to as small and marginal farmers. They make up about 86.2 percent of the country’s total farmers. A marginal farmer is a farmer who earns a very nominal amount of subsistence pay from his private land. They are almost never seen working as agricultural laborers on the farms of other large farmers. These farmers possess agricultural tracts of only up to 1 hectare for peasant farming as owners, tenants, or sharecroppers. Small farmers refer to those farmers who hold an agricultural area of more than 1 hectare but less than 2 hectares as owners, tenants, or sharecroppers.
