The constitution of India defined the power of the centre and the states and divided it into three lists. The Union list constitutes the subjects over which the centre has the power to legislate. These include defence, communication, banking etc, subjects related to national importance. The state list constitutes the subjects over which the state has the power to legislate. These include police, trade, agriculture, irrigation etc. The concurrent list includes subjects over which both centre and state can legislate, but in case of conflict between the laws made by state and centre on concurrent subjects , the central law will prevail. There are also some residuary subjects over which the centre has full power to legislate.
