The statement is true. The Indian constitution is neither fully rigid nor fully flexible. It is said to be rigid because certain values mentioned in the preamble of the constitution are unalterable. These include secularism, equality, liberty, etc. Such values are said to constitute the soul of the constitution. These values are to be protected to prevent the misuse of power by the governing bodies. However, not all parts of the constitution are rigid. Some are flexible. The most significant provision in this sense is the constitutional amendment. These changes are possible if the people demand them. A simple majority can change some rules. But certain changes require a two-thirds majority.
