It meant that physical violence was not required to resist the oppressor if the cause was just and the struggle was for justice. Following his arrival, Mahatma Gandhi successfully carried out satyagraha campaigns across India. He travelled to Champaran, Bihar, in 1916 to mobilise people against the harsh plantation system. Then, in 1917, he established a satyagraha on behalf of Gujarat's Kheda peasants. The peasants of Kheda could not pay the tribute due to crop failure and a plague epidemic and demanded that revenue collection be relaxed. Mahatma Gandhi travelled to Ahmedabad in 1918 to launch a satyagraha movement among cotton mill employees.
