Detailed Solution

The given statement is true. TheNational Human Rights Commission (NHRC) is an independent commission. It was constituted in 1993. The government cannot control the Commission. The Commission comprises renowned citizens, retired judges and officers. The President of India appoints the NHRC. Citizens can approach the Commission if their human rights are violated, infringed, or breached. It fights for the rights provided by the Constitution and the rights promoted in the International treaties. The Commission has the power to summon witnesses, inspect any prison, and question any official working under the government. It supports the victims and fights on their behalf. Despite its independent powers, the Commission cannot punish the guilty by itself.
