The plantation employees were not authorised to leave the tea garden without authorisation under the Inland Emigration Act of 1859. In 1859, the British government passed the Inland Emigration Act. This act set limitations on plantation labourers. It had a number of repercussions, including that after the plantation was abandoned, thousands of plantation workers defied the authorities and returned home. They believed that Gandhi's Raj would take place and that everyone in their society would be granted land. Nonetheless, they fell short of their goal. They were detained and violently beaten by police after being stranded on the trip due to rail and steamboat protests.
