Detailed Solution

The above statement is true.
James Mill was a Scottish economist and political philosopher. He published a massive three-volume work, The History of British India, in 1817. In this work, he divided Indian history into three periods: Hindu, Muslim, and British. According to Mill, other than Europe, all countries were less civilised. Before British rule in India, it was ruled by Hindus and Muslims. Mill believed that the British government could civilise India. For this, European regulations and manners needed to be implemented in India to achieve the goal of civilisation. Without the British's help, India was incapable of progress and civilisation. However, this periodisation also had problems, as it is not acceptable today.
